How Applied Fundamentals started their logo design journey

I am a retired and disabled veteran taking a risk and establishing my own company. I provided a draft logo of something I had in mind (see attachment). Although a bit cliche', I wanted an eagle (American symbol) and the jagged arrow in which the talons are grabbing into it. The arrow serves as a branch/foundation in which my training fundamentals will provide a solution to the customers needs. However, I am open to other serious and professional ideas.
Tell us a bit about who you are and the people you reach
The market for my services will be the Department of Defense, other government agencies and private sector companies. Services my company will provide is training to highly skilled professionals combatting terrorism and counterproliferation.
My company will be based out of Northern Virginia/Washington DC area and I will be applying for government and fortune 500 company contracts.
The logo needs to be both in JPEG and TIF format.
JPEG format must accomodate the US Patent and Trademark Office requirements to get the logo registered e.g. No larger than 4" x 4" and cannot exceed 2 MB.
The TIF file is so I can paste the logo onto powerpoint briefs and emplace on stationary, business cards etc.
I do not know which format is best for a Web Page Web file format - .jpg and layered .psd (RGB)? , but I will need that as well if the other two above do not cut it.

Please do not use any stock images or clip art in the logo as I provided in the attachment.
